USFK Invited Contractor Program
In order to legally work in the Republic of Korea (ROK), all U.S. invited contractor employees supporting USFK are required to be designated as Invited Contractors under the US-ROK SOFA via an authorized USFK Form 700-19A-R-E. This is true regardless of the amount of time they will be in the country. The theatre business clearance process for U.S. contractors in Korea is governed by the U.S.-ROK Status of Forces Agreement (SOFA) and implemented in accordance with USFK Instruction 4901.01.

It is a two-step process. The first is designation of the contract itself which is to be requested by the Contracting Officer (KO) for the contract. If approved, the prime contractor and any subcontractors as identified by the KO will be authorized to perform services required by the contract in question within the borders of the ROK.

The second is identification and designation of the various employees of the prime and subcontractors. It requires submission of a request package by an official Responsible Officer, who is employed by the Sponsoring Unit (Requiring Activity) for the contract. Individuals so designated will be able to enter and sojourn in the ROK to perform the services required by the contract under which they are designated.
