Welcome to the Acquisition Management webpage! The 411th Contracting Support Brigade (CSB), a subordinate command of the U.S. Army Contracting Command (ACC), is the designated Lead Service for Contracting in support of United States Forces Korea (USFK).

The CSB Commander serves as the Senior Contracting Official (SCO) for the Korean theater, with the responsibility for contracting actions tied to Lead Service Common User Logistics (CUL) directives, most capable contracting service, and/or Base Operating Support-Integrator (BOS-I) assignments in South Korea; coordinates other potentially overlapping in-theater contracting actions via the Joint Contracting Support Board (JCSB) for all U.S. components, including:

• United States Forces Korea Headquarters (USFK HQ)
• Eighth Army (8A)
• Seventh Air Force (7AF)
• U.S. Naval Forces Korea (CNFK)
• U.S. Marine Corps Forces Korea (MARFOR-K)
• Special Operations Command Korea (SOCKOR)
• U.S. Space Forces Korea (SPACEFOR-KOR)

This support enables the missions of the Combined Forces Command (CFC) and United Nations Command (UNC). Our integrated team of U.S. military, civilian, and Korean National professionals delivers these services from offices on USAG Humphreys, Osan Air Base, Kunsan Air Base, Camp Henry, and Camp Casey.

To plan and execute theater support contracting that enables and sustains unified land operations, airpower readiness, and joint maritime capabilities, and to execute Lead Service for Contracting functions in both armistice and conflict.

The U.S.-ROK Status of Forces Agreement (SOFA) governs the status of U.S. contractors in the Republic of Korea (ROK). To legally perform work in support of USFK, all invited contractor employees must be formally granted SOFA status in accordance with USFK Instruction 4901.01. USFK Acquisition Management retains enterprise oversight of the ICP. The execution of the program is a synchronized, two-step process designed to maintain strict personnel accountability and SOFA compliance:

Step 1: Contract SOFA Designation (Executed by the Contracting Activity)
This step validates that an awarded contract requires performance in the ROK and qualifies for SOFA status. The request is initiated by the Procuring Contracting Officer (PCO). The 411th CSB retains execution and oversight authority for all Step-1 actions.

Step 2: Contractor Personnel SOFA Designation (Executed by Component Commands)
This step identifies and grants SOFA status to individual contractor employees. The action requires a submission package from a government Responsible Officer (RO) within the Sponsoring Unit. Step-2 approvals are executed by designated Component Command Approval Authorities (e.g., 8th Army, 7th Air Force, USFK HQ).

Successful completion of both steps grants an employee Invited Contractor status, enabling them to legally enter, sojourn, and perform services in the ROK under the SOFA-approved contract.
