OSAN AIR BASE, Republic of Korea –Members of the newly-established ROK – U.S. Alliance Biological Defense Cooperation Joint Working Group (JWG) visited the Biological Identification Capability Set (BICS) training facility in Osan Air Base as part of their ongoing review of the Alliance biological defense programs to ensure that these programs continue to defend South Korea in a safe and effective manner.

This was the first visit to the BICS facility for the JWG since the facility was notified in May that it may have received potentially-live samples of anthrax, from a Department of Defense laboratory in the United States. Upon notification, Osan personnel destroyed all samples in accordance with established medical protocols.

“This joint working group is incorporating information from the Department of Defense review, and it will continue to ensure reliability and transparency of the ROK-US capabilities to defend the Republic of Korea,” said Marine Corps Maj. Gen. Robert F. Hedelund, USFK Assistant Chief of Staff for Strategy, Plans, and Policy and the USFK lead for the JWG. “I am confident that this working group will build on the progress we have made as an Alliance since the date of the incident. Biological defense cooperation will continue to ensure that our Alliance remains ready to defend the Republic of Korea.”

Following the visit to the BICS facility, the ROK lead for the JWG commented on the progress made by the Alliance since DOD first alerted labs within the U.S. and other countries that they may have been inadvertent recipients of potentially-live anthrax samples.

“The JWG will review the background of anthrax delivery to and after measures at the Osan US Air Base. We will also come up with measures that could prevent recurrence of any similar incident in this sort.” said ROK Army Maj. Gen. Kyung-soo Jang, Director General for MND Policy Planning Bureau, and ROK lead.

The U.S. DOD Comprehensive Review was not specific to USFK or Korea. The Alliance continues to work together on the review of our biological defense programs to ensure that these programs continue in a safe and effective manner to protect the Korean people and our militaries.

한미동맹 생물방어협력 합동실무단,  오산공군기지 방문

대한민국, 오산 공군기지 – 한미동맹의 생물 방어 프로그램이, 안전하고 효과적인 방법으로 한국을 방어하고 있는 지를 확인하기 위한  지속적인 조사의 일환으로, 한미동맹 생물방어협력 합동실무단이 오산공군기지에 위치한 BICS (Biological Identification Capability Set, 생물식별 능력세트) 훈련시설을 방문하였다.

이번 방문은, 지난 5월, BICS 훈련시설이 미 국방부 실험실로부터 비활성화되지 않았을 가능성이 있는 탄저균 샘플을 수령했다는 사실을 통보받은 이래, 합동 실무단의  본 시설 첫 방문이다. 한편, 오산공군기지 시설내 요원들은, 통보를 받자마자 정해진 의무 절차에 따라 모든 탄저균 샘플들을 이미 폐기처분했다.

주한미군사령부 기획참모부장이자 합동실무단 주한미군사 대표인 미 해병대 해덜랜드 (Robert F. Hedelund) 소장은 “이 합동실무단은 미 국방부의 조사에서 나온 정보들도 종합하면서, 또한 지속적으로, 한국을 방어하기 위한 연합전력의 신뢰성과 투명성을  보장하게 될 것이다. 또한 합동실무단은 사고 이후, 한미 동맹이 함께 이루어낸 성과를 더욱 진전시킬 것이고, 한미동맹은 생물방어 협력을 통해 계속해서 대한민국을 수호할 것”이라고 밝혔다.  

BICS 시설 방문에 이어, 합동실무단 한측대표는 미국방부가, 미국 및 다른 국가의86개 연구소에,  비활성화되지 않았을 수도 있는 탄저균 샘플이, 의도와 달리 배송되었을 수도 있다고 통보한 이후, 한미동맹이 함께 노력해 온 것들에 대해 언급하였다.

대한민국 장경수 육군 소장은 “합동실무단은 오산공군기지 내 탄저균 반입배경 및 반입후 조치과정 등을 검토하고, 또한 유사사고 재발방지 대책을 마련해 나갈 것” 이라고 말했다.

미국방부의 결과 보고서는, 포괄적인 것으로, 주한미군사령부 혹은 대한민국을 특정한 것이 아니다. 주한미군사령부는 대한민국과 지속적으로 생물 방어 프로그램에 협력하여 프로그램이, 안전하고 효과적인 방법으로, 대한민국 국민 및 한미 양국군을 방어할 수 있도록 검토해 나갈 것이다.
