Due to the 2019 Special Measures Agreement lapse and the continued absence of a subsequent agreement, United States Forces Korea began providing Korean National employees today with a 60-day notice of a potential administrative furlough that could occur on April 1, 2020 absent an agreed upon SMA.

2019년 방위금 분담금협정이 타결되지 않아 추후 공백 상태가 지속될 가능성이 있음에 따라 주한미군사령부는 주한미군 한국인 직원들에게 2020년 4월 1일부로 잠정적 무급휴직이 시행될 수 있다는 것에 대한 60일 전 사전 통보를 오늘 시작하였다.

This notice is being provided two months in advance of the furlough date as required by U.S. law. On Oct. 1 (2019), USFK provided the Korean Employees Union with a six-month notice and associated timeline for additional notifications for a potential furlough pending the 2019 SMA lapse.

이는 무급휴직 예고 두 달 전에는 미리 통지해야 하는 미국 법에 따른 것이다. 주한미군사령부는 방위금 분담금협정이 체결되지 않아 발생할 잠정적 무급휴직에 관하여 2019년 10월 1일, 전국주한미군 한국인노조에 6개월 전 사전 통보하였으며 이와 관련된 추가 통보 일정도 제공한 바 있다.

In an effort to remain open and transparent, provide information, and address questions pertaining to the 60-day notice being issued, USFK began hosting townhall meetings peninsula-wide for its nearly 9,000 Korean National employees Tuesday and continuing through Thursday. All KN employees will receive notification letters of their potential administrative furlough before Jan. 31, 2020.

주한미군사령부는 60일 사전 통보와 관련하여 투명하게 정보를 제공하고, 질의응답을 위해 화요일 (1월 28일) 부터 목요일 (1월 30일) 까지 약 9천여 명의 주한미군 한국인 직원들을 대상으로 타운 홀 미팅을 전국적으로 실시하고 있다. 모든 한국인 직원들은 2020년 1월 31일 이전에 잠정적인 무급휴직에 대한 공지문을 받게 될 것이다.

Without the Republic of Korea’s continued commitment to share the cost of employing our Korean National workforce, USFK will soon exhaust programmed funds available to pay their salaries and wages.

한국인 직원들의 고용 비용을 한국이 분담하지 않는다면, 주한미군 사령부는 한국인 직원들의 급여와 임금을 지불하는데 드는 자금을 곧 소진하게 될 것이다.

USFK greatly values its Korean National workforce and their contributions to the RoK-U.S. Alliance, and will continue to provide them timely updates for their preparation of a potential furlough.

주한미군사령부는 한국인 직원들과 그들의  한미 동맹에 대한 기여를 대단히 소중히 생각하고 있으며, 그들이 잠정적 강제 무급휴직에 대비할 수 있도록 지속적으로 최신 정보를 제공해 나갈 것이다.

Unfortunately, without an agre ed upon SMA, USFK must provide furlough letters as required by U.S. law as we prepare for a potential furlough.  

불행히도 방위금 분담금협정이 타결되지 않는다면, 주한미군사령부는 잠정적 무급휴직에 대비함에 있어 미국 법에 따라 무급휴직 관련 서신을 제공해야 한다.
