U.S. Army Garrison Yongsan, SEOUL— The United Nations Command (UNC) completed its investigation on Nov. 20 regarding Korean People’s Army (KPA) soldier defection at the Joint Security Area (JSA) and released accompanying video today of the incident.

서울 용산기지 – 유엔군 사령부는 공동 경비 구역에서 귀순한 북한 병사에 대한 11월20일 조사를 완료하고 오늘 그 사건 관련 비디오를 공개한다.

Closed-circuit television (CCTV) footage at the link below shows the following events:

• The KPA defector approaching in a vehicle across the 72-hour Bridge

• The defector getting the vehicle stuck along the row of JSA buildings

• The KPA initial response

• The defector’s run south across the MDL as KPA soldiers engage him with direct fire.

• A KPA soldier briefly crossing the MDL before returning back to the north side of the JSA.

• The JSA security battalion’s recovery of the defector just prior to his medical evacuation for treatment.

The key findings of the Special Investigation Team include the KPA violated the UN Armistice Agreement twice during the event by firing weapons across the MDL and when one KPA soldier actually temporarily crossed the MDL.

특별조사단은 이 사건에서 북한군이 군사분계선을 넘어 총격을 가했다는 것과 북한군 병사가 잠시나마 군사분계선을 넘었다는 것을 확인했고 이는 두 차례의 유엔 정전협정 위반이라는 중요한 결론를 내렸다.

UNC personnel at the JSA notified KPA of these violations today through normal communications channel in Panmunjom and requested a meeting to discuss the investigation results and measures to prevent future such violations.

 공동경비구역 내 유엔군사령부 인원이 판문점에 위치한 연락채널을 통해 오늘 이와 같은 위반에 대해 북한군에 통보하였으며 이 조사에 대한 논의와 향후 본 사건과 같은 정전협정 위반 방지를 위한 대책 수립을 위해 회의를 요청하였다.

The investigation team furthermore determined JSA security battalion personnel took appropriate actions during the incident which resulted in de-escalation of tensions and no loss of life.

또한 특별조사단은 공동경비구역 소속 자원들이 본 사건의 대응에 있어서 적절한 조치를 취하였으며 이를 통해 긴장감이 고조되는 것을 막았으며 인명 손실 또한 없었다고 결론 지었다.

“After thoroughly reviewing the investigation results, I assess the actions taken by the UNC Security Battalion were in a manner that is consistent with the Armistice Agreement, namely – to respect the Demilitarized Zone and to take actions that deter a resumption of hostilities,” said Gen. Vincent K. Brooks, UNC Commander. “The armistice agreement was challenged, but it remains in place.”

빈센트 브룩스 유엔군 사령관은 “조사 결과를 충분히 검토한 후에 유엔군사령부 경비대대의 대응은 비무장 지대를 존중하고 교전의 발생을 방지하는 정전협정의 협정문 및 그 정신에 입각하여 이루어졌다고 결론 지었습니다.” 며 “본 사건은 정전협정에 대한 도전이었지만 정전협정은 여전히 유지되고 있습니다” 고 말했다.

The UNC Special Investigation Team that conducted the investigation was comprised of personnel from Australia, New Zealand, South Korea, and the United States. Additionally, members from Sweden and Switzerland of the Neutral Nations Supervisory Commission observed the process in accordance with the standard procedures for these types of investigations.

유엔군사령부 특별조사팀은 본 사건에 대한 수사를 진행했다. 조사 팀 인력은 호주, 뉴질랜드, 대한민국 및 미국의 인원들로 구성되었으며 스웨덴 및 스위스에서 온 중립국감독위원회 소속 인원들이 조사 과정을 관찰 하였다. 본 사건과 같은 사건을 조사하는 경우 통상적으로 따르는 절차에 입각하여 조사가 진행되었다.
