YONGSAN GARRISON, Seoul, Republic of Korea – In response to an August 4 land mine detonation in the demilitarized zone, which injured two Republic of Korea 1st Infantry Division soldiers during a routine patrol, United Nations Command Commander General Curtis M. Scaparrotti directed a Special Investigation Team from the United Nations Command Military Armistice Commission to examine the incident.

The Special Investigation Team included United Nations Command staff members from the Republic of Korea, the United States of America, New Zealand and Colombia. The investigation took place on August 5 and 6 and was observed by Swiss and Swedish members of the Neutral Nations Supervisory Commission.

The investigation concluded that the North Korean People’s Army violated paragraphs 6, 7 and 8 of the Armistice Agreement by emplacing wooden box land mines along a known Republic of Korea patrol route in the southern half of the Demilitarized Zone, injuring two Republic of Korea soldiers. Additionally, the investigation determined that the devices were recently emplaced, and ruled out the possibility that these were legacy landmines which had drifted from their original placements due to rain or shifting soil.

The findings of the United Nations Command Military Armistice Commission Special Investigation Team have been shared with the Republic of Korea Ministry of Defense and Joint Chiefs of Staff.

United Nations Command is committed to maintaining the Armistice Agreement, adherence to the International law of Armed Conflict, and the preservation of peace on the Korean peninsula. The United Nations Command condemns these violations of the Armistice Agreement, and will call for a general officer level-dialog with the Korean People’s Army.

유엔사 군정위원회, 비무장지대 지뢰 폭발사건 조사

대한민국, 서울 용산기지 –유엔군사령부 커티스 스카파로티 (Curtis M. Scaparrotti) 사령관은, 지난 8월4일 비무장지대에서 발생한 지뢰폭발사건으로, 통상적인 수색작전 중이던 한국 제1사단 장병 두 명이 부상당한 것과 관련, 유엔사 군정위원회에 특별조사반을 구성, 이 사건을 조사 하라고 지시하였다.

특별조사반은 대한민국, 미국, 뉴질랜드 및 콜롬비아 등 유엔사 대표단으로 구성되었으며 ,중립국 감독위원회의 스위스 및 스웨덴 대표 또한 참관하였고, 8월5일과 6일에 조사가 진행되었다.

조사를 통해, 북한군은 비무장지대 남쪽 한국군 수색로로 알려진 지역에 목함지뢰를 설치해 한국군 장병 두 명에게 부상을 입혀, 정전협정 6, 7 및 8항을 위반하였으며, 또한 조사반은 이 장치들이 최근에 설치된 것이고, 비나 토사유실로 떠내려온 지뢰일 가능성은 없다고 결론내렸다.

유엔사 군정위원회 특별조사반은 한국 국방부 및 합참과 조사 결과를 공유하였다.

유엔사령부는 무력분쟁에 대한 국제법 준수와, 한반도 평화보존을 위해 정전을 유지하는데 헌신하고 있다. 유엔사령부는 이러한 정전협정 위반을 규탄하며 북한군에 장성급 회담을 요청할 것이다.
