Due to the 2019 Special Measures Agreement lapse and the continued absence of a subsequent agreement, United States Forces Korea provided their Korean National employees with a required 30-day notice of its decision to commence an administrative furlough that will begin on April 1, 2020 absent an agreed upon SMA.
대한민국, 평택, 캠프 험프리스 –2019년 방위비 분담금협정 (11차 방위비 분담금 협정)이 체결되지 않고 추후 협정의 공백 사태가 지속됨에 따라, 주한미군사령부는 한국인 근로자들에게 2020년 4월 1일부터 시행 될 수 있는 행정적 무급휴직에 대한 30일 전 사전 통보를 시작하였다.
Although the U.S. Department of Defense announced its decision to fund critical USFK logistics cost sharing contracts and key positions that provide life, health, safety and readiness services, USFK provided all of its approximately 9,000 Korean National employees with the notice one month in advance of the furlough date - as required by U.S. law - as USFK continues to analyze DoD’s decision of who will be subject to the potential furlough.
미 국방부가 주한미군의 주요한 군수지원 방위비 분담 계약 그리고 생명, 건강, 안전 및 준비태세와 관련된 업무에 종사하는 한국인 근로자들의 급여를 지원한다는 결정을 발표한 바 있지만, 주한미군 사령부는 누가 무급휴직에 해당되는지에 대한 미국방부의 결정을 계속 분석하면서 미국 법에 따라 9,000명의 한국인 근로자에게 무급휴직 관련한 한달 전 사전 통보를 하고 있다.
“We greatly value our Korean National workforce and their contributions to the ROK-U.S. Alliance. They are our employees, co-workers, teammates, and all are essential to our mission,” said Gen. Robert “Abe” Abrams, USFK Commander. “We’ve explored all options that remain within my authority to delay a potential furlough due to the SMA lapse, and we will continue to explore funding alternatives up to and even during a required furlough.”
주한미군 사령관 로버트 “에이브” 에이브람스 대장은 “우리는 한국인 직원들과 그들의 한미 동맹에 대한 공헌을 높이 평가하며, 그들은 우리의 직원이자 동료 및 팀원이며 우리 임무 수행에 절대적으로 필요한 분들,”이라고 밝히고 “방위금 분담금 협정의 부재로 인한 잠정적 무급휴직을 지연시키기 위하여 본인의 권한 내에서 할 수 있는 모든 선택사항을 모색하였으며, 무급휴직이 시작 되기 전은 물론 무급휴직 기간 동안에도 대안을 계속 알아볼 것.”이라고 덧붙였다.
On Oct. 1 (2019), USFK provided the Korean Employees Union with a six-month notice and associated timeline for additional notifications for a potential furlough pending the 2019 SMA lapse. On Jan. 29, USFK began providing all KN employees with a 60-day notice of a potential furlough.
주한미군은 2019년 10월 1일, 전국주한미군 한국인 직원노동조합에 잠정적 무급 휴직6개월 전 사전 통보와 추가 통보 일정을 제공하였다. 1월 29일, 주한미군은 모든 한국인 직원들에게 잠정적 무급휴직 60일 전 사전 통보를 한 바 있다.
To remain open and transparent, provide information, and address questions pertaining to the 30-day notice being issued, USFK hosted meetings peninsula-wide for its KN employees this week, and all KN employees will have received their notification letters by today.
주한미군은 개방적이고 투명함을 유지하고 정보 제공 및 30일 전 사전 통보와 관련한 질의에 답변하기 위하여, 이번 주 한국인 근로자들을 대상으로 전국적으로 설명회를 개최하였으며 주한미군 한국인 근로자들은 오늘까지 통지서를 받게 될 것이다.
Without the Republic of Korea’s continued commitment to share the cost of employing our Korean National workforce, USFK will soon exhaust the programmed funds available to pay their salaries and wages.
한국인 직원들에 대한 고용 비용 분담에 대한 한국의 지속적인 약속이 없으면 주한미군사령부는 한국인 근로자들의 급여와 임금을 지불하는데 드는 자금을 곧 소진하게 될 것이다.
“Their loss will have an impact on readiness,” said Abrams. “Unfortunately, without an agreed upon SMA, we must continue to prepare for a potential furlough.”
에이브람스 사령관은 “그들의 부재는 준비태세에 영향을 미칠 것이다,” 라고 밝히며 “불행히도 방위비 분담금협정이 타결되지 않는다면 우리는 잠정적 무급휴직에 계속해서 대비해야 한다,”라고 덧붙였다.
