Due to the 2019 Special Measures Agreement lapse and the continued absence of a subsequent agreement resulting in a potential furlough of its Korean National employees, United States Forces Korea will host peninsula-wide town hall meetings today for service members, family members, Department of Defense civilians, contractors and others who rely upon installation services.

 

대한민국, 평택, 캠프 험프리스 – 2019년 방위비 분담금협정 (11차 방위비 분담금 특별협정)이 체결되지 않고 9,000여 명의 주한미군 한국인 직원들의 잠정적 무급휴직을 초래하는 차후 협정의 공백상태가 지속됨에 따라, 주한미군사령부는 오늘 미군, 유엔사 장병, 그들의 가족, 미군무원, 계약직 직원 및 미군 기지 내 서비스를 이용하는 인원을 위한 타운홀 미팅을 전국적으로 개최할 예정이다.

 

The U.S. Department of Defense recently announced its decision to fund critical USFK logistics contracts and the key positions of KN employees who provide life, health, safety and readiness services. USFK has been conducting continuous prudent planning to identify the key positions that will mitigate risks to the force, but the potential furlough of any KN employee will result in some USFK installation services being degraded, suspended or cancelled.

 

미국 국방부는 최근 주요한 주한미군 군수지원 계약 그리고 생명, 건강, 안전 및 기타 준비태세와 관련된 업무에 종사하는 한국인 직원들의 급여를 지원한다는 결정을 발표하였다. 주한미군은 군에 미칠 위험요소를 완화할 주요 보직을 파악하기 위하여 계속해서 신중히 계획을 세워 왔으나, 한국인 직원들의 잠정적인 부재로 인해 일부 주한미군 시설 서비스의 수준이 저하되거나 중단 또는 취소될 수 있다.

 

"The potential furlough will have a significant impact - both emotionally and financially - to our Korean National employees," said Gen. Robert "Abe" Abrams, USFK Commander. "It will also have some negative repercussions to installation services. The USFK community relies heavily on our installations for quality of life services, and the potential furlough will have more than just a negative impact on military operations and readiness."

 

주한미군 사령관 로버트 “에이브” 에이브람스 대장은 “잠정적 무급휴직은 우리의 주한미군 한국인 직원들에게 정서적으로나 재정적으로 커다란 영향을 미칠 것이고 주한미군 내 서비스에도 부정적인 결과를 가져올 것이다.  주한미군 커뮤니티는 삶의 질적인 면에서 주한미군 내 시설에 크게 의존하고 있으며, 잠정적 무급휴직은 군사작전과 준비태세에 부정적인 영향 이상의 파급효과를 미칠 것,”이라고 밝혔다.

 

In an effort to remain open and transparent with the USFK population, the town hall meetings will provide information about on-going mitigation efforts to reduce the impact to the loss of support, a timeline on when to expect service interruption, and address overall questions and concerns.

 

타운홀 미팅은 주한미군 인원들에게 개방적이고 투명함을 유지하며, 서비스의 부재로 인한 영향을 줄이기 위하여 진행 중인 노력을 설명하고, 예상되는 서비스 중단 시기 제공 및 질의 응답시간을 가질 것이다.

 

Unfortunately, without an agreed upon SMA, USFK must prepare for a potential furlough and its effects on its populations.  

불행히도, 방위비분담금 합의가 없는 상황에서 주한미군사령부는 잠정적 무급휴직 및 이로인해 자국민들에게 초래되는 영향에 대비하여야 한다.

 

"We are in unchartered waters," said Abrams "and we have to prepare for a potential furlough for some of our Korean National employees, and finalize our planning for its impacts now."

 

에이브람스 사령관은 “우리는 혼란의 시기에 있으며, 일부 한국인 직원들이 무급휴직을 맞게되는  상황에 대비하고, 우리에게 미칠 영향에 대비할 계획을 마무리 지어야한다,” 고 덧붙였다.
