Following the Alliance’s response, on July 5, to the earlier North Korea provocation, Gen. Vincent K. Brooks, Commander of Combined Forces Command and Gen. Lee, Sun Jin, Chairman of the Republic of Korea Joint Chiefs of Staff, made a combined statement. 용산 기지, 서울, 대한민국 – 빈센트 브룩스 한미연합군사령관과 이순진 합동참모본부 의장은 7월 5일, 북한의 도발에 대한 대응사격 후 공동성명서를 발표하였다.

"Self restraint, which is a choice, is all that separates armistice and war. As this Alliance missile live fire shows, we are able to change our choice when so ordered by our Alliance national leaders," said Gen. Brooks. "It would be a grave mistake for anyone to believe anything to the contrary." 브룩스 사령관은 “현재 우리의 선택적인 자제가 유일하게 평시와 전시를 구분 짓고 있다. 이번 한미동맹차원의 사격 훈련이 보여주듯이 한미동맹 통수권자들의 명령이 떨어지는 즉시 우리는 그 선택을 바꿀 수 있다” 그는 이어 “만약 그 누구라도 이러한 사실을 의심한다면 그것은 심각한 우를 범하는 것이다”고 말했다.

“Despite North Korea’s repeated provocation, the ROK-U.S. Alliance is maintaining patience and self-restraint,” said Gen. Lee. “As the combined live fire demonstrated, we may make resolute decisions any time, if the Alliance Commanders in Chief order. Whoever thinks differently is making a serious misjudgment.”

이순진 합참의장은 “북한의 연속된 도발에도 불구하고 한미동맹은 한반도 평화유지를 위해 엄청난 인내심과 자제력을 발휘하고 있다”며, “한미동맹의 연합 미사일 사격이 보여주듯이 한미동맹 통수권자들의 명령만 떨어지면 그 언제라도 단호한 선택을 할 수 있다. 그 누구라도 이를 부정한다면 그것은 심각한 오판이 될 것이다”고 말했다.
