Biography

DIRECTOR, CIVILIAN PERSONNEL (FOREIGN LABOR PROGRAMS)
HQ USFK/8th ARMY, SEOUL, KOREA

Mr. Joel Stringer is the Director of Civilian Personnel (Foreign Labor Programs) for 8th Army and US Forces Korea. He began his 28 year federal service career with the US Navy, serving on fast attack nuclear submarines from 1984-1994.  He performed numerous overseas deployments to the Northeast Asian theater as a Sonar Operator as well as shorter deployments throughout the Pacific region.  Mr. Stringer began his Army civilian career in 1999 as the civilian Executive Officer for the 1984th US Army Hospital, a brigade level unit headquartered at Ft. Wainwright, Alaska with multiple detachments in Hawaii and Alaska.

Mr. Stringer (Lieutenant Colonel, Army Reserve) is also an Army Reserve Officer with prior assignments as a  battalion and brigade-level S-1/Personnel Officer and Adjutant, Special Operations Command (Korea) SOJ1 Personnel Officer, Operations Officer in US Forces Korea Secretary of the Combined Joint Staff, Joint Security Area (Panmunjom) Joint Duty Officer, Deputy G-1 for the 311th Signal Command, Policy Officer in the USFK/CFC C/J-5 Policy Division. LTC Stringer currently serves as the Commander of the US Army Pacific Support Unit, Korea Detachment.

Mr. Stringer’s civilian education includes Bachelors and Masters Degrees from the University of Hawaii.  He is currently enrolled in the US Army War College, and is a graduate of the Army Command and General Staff College, Combined Arms Services Staff School, Adjutant General Officer Advanced Course, Air Assault School, and the US Navy Submarine School.  Mr. Stringer has been certified as a Senior Professional in Human Resources (SPHR) since 2007.
